Chief Executive Officer
Mr. KOK THA
Mr. KOK Tha is the Chief Executive Officer and Founder of FHF CAPITAL PLC, a leading financial institution in Cambodia that promotes access to education and entrepreneurship financing. With over 15 years of experience in the financial sector, he has played a key role in advancing financial literacy, youth empowerment, and inclusive finance nationwide.
Under his leadership, FHF CAPITAL has become a pioneer in student loan programs, enabling students and young entrepreneurs to achieve their goals without financial barriers. He also serves as the Secretary of the Rural Credit Institutions (RCIs) Club under the Cambodia Microfinance Association (CMA), supporting the growth of rural financial institutions.
Holding a Master’s Degree in Risk Management in Insurance, Finance, and Banking from Nantes University, France, Mr. KOK Tha is dedicated to fostering sustainable financial solutions that drive Cambodia’s human capital and economic development.
Financial Manager
Mr. HEAN PUTTHY
Mr. Hean Putthy is a committed finance professional with extensive experience in financial management, accounting systems, and regulatory compliance within the financial sector. He holds several professional certifications from prestigious institutions such as CamEd Business School, the Institute of Banking & Finance, and the Cambodia Microfinance Association, with strong focuses on microfinance, IFRS standards, corporate governance, responsible lending, and operational risk management.
In his current role as Financial Manager at FHF CAPITAL PLC, he oversees budgeting, financial reporting, risk mitigation, regulatory compliance, financial system enhancement, and supports strategic decision-making. Known for his strong communication, teamwork, and leadership skills, Mr. Putthy continues to contribute to driving financial efficiency and sustainable growth for the organization.
Credit Manager
Mr. PHAN CHETSELA
Mr. Phan Chetsela holds a Bachelor’s Degree in Finance and Banking from Vanda Accounting Institution. To further enhance his professional expertise in the financial sector, he has completed a wide range of industry-focused certifications, including Responsible Lending from the Institute of Banking & Finance, along with several advanced training programs from the Cambodia Microfinance Association (CMA) covering Credit Risk Management, Business Strategy Development, Practical Regulatory Compliance & Anti-Money Laundering, Micro Loan Management, Management & Leadership Skills, and Corporate Governance.
Since 2023, Mr. Phan Chetsela has been serving as Credit Manager, where he plays key roles in evaluating loan applications, assessing and managing credit risk, and monitoring repayment performance. He is also responsible for strengthening customer relationship management, developing and implementing credit policies, and resolving loan-related challenges. His dedication and leadership contribute strongly to the institution’s sustainable credit growth and operational efficiency.
Senior Financial/Accounting Officer
Ms. CHHEAN SREYMOM
Ms. CHHEAN Sreymom is a committed finance and accounting professional with strong expertise in responsible lending, financial record management, and organizational financial operations. She has successfully completed industry-recognized training in Responsible Lending, Fundamentals of Insurance, and WASH Loan Selling Techniques from leading institutions including the Institute of Banking and Finance, the Cambodia Microfinance Association, and Microinsurance and Life Insurance Companies.
In her current role at FHF CAPITAL PLC as Senior Finance & Accounting Officer, she is responsible for processing financial transactions, maintaining accurate accounting records, supporting budgeting and reconciliation, and strengthening internal financial controls.
Ms. CHHEAN Sreymom is known for her precision, reliability, and strong teamwork skills, providing valuable support to ensure transparency and financial stability in all operations. Her dedication contributes directly to FHF CAPITAL’s mission to deliver sustainable and impactful financial services to students, entrepreneurs, and communities across Cambodia.
Senior Credit & Risk Officer
Ms. SUY SAN
Ms. SUY San is a dedicated finance professional with strong expertise in credit assessment, risk management, and client relations. She has completed multiple professional training programs with leading institutions such as the Cambodia Microfinance Association, Water.org, and many Microinsurance and Life Insurance companies— strengthening her skills in Credit Risk Management, Business Strategy Development, WASH Loan Selling Techniques, and Insurance Fundamentals.
At FHF CAPITAL PLC, she plays a key role in evaluating loan applications, preparing documentation, conducting client interviews, and supporting credit proposal analysis to ensure responsible lending practices. She is highly skilled in communication, negotiation, and teamwork.
Ms. SUY San is passionate about helping clients access financial solutions that improve their livelihoods, while upholding high standards of professionalism and customer care. Her dedication and experience make her a valuable contributor to FHF CAPITAL’s mission to support students and entrepreneurs in Cambodia.
Communication Officer / Secretary
Ms. THUOK SREYNUTH
Ms. THUOK Sreynuth is a dedicated communication and administrative professional who plays a key role in strengthening FHF CAPITAL PLC’s brand visibility and internal coordination. She holds a Bachelor’s Degree in Entrepreneurship and has completed various specialized training programs in Responsible Lending, Digital Skills, Cybersecurity, Creative Design, and WASH Loan Selling Techniques from leading institutions including the Institute of Banking & Finance, Cambodia Microfinance Association, and Ministry of Post and Telecommunications with JICA support.
In her role as Communication Officer and Secretary, she leads social media management, public communications, event promotion, design content creation, and internal reporting for the company. She also supports cross-departmental operations, ensuring smooth administrative functions and effective stakeholder engagement.
Creative, detail-oriented, and proactive, Ms. THUOK Sreynuth contributes to FHF CAPITAL’s mission by enhancing corporate communications and promoting financial access opportunities to students, entrepreneurs, and communities nationwide.
Credit Relationship Officer
Ms. CHHAILY CHHAILEANG
Ms. CHHAILY Chhaileang is a dedicated Credit Relationship Officer at FHF CAPITAL PLC, where she plays an important role in loan assessment, client engagement, and portfolio support. She holds a Bachelor’s Degree in Business Administration in Accounting and Finance. To enhance her expertise in inclusive finance, she has completed professional certifications in Responsible Lending from the Institute of Banking & Finance, WASH Loan Selling Techniques with Camma Microfinance & Water.org, and capacity-building programs on boosting WASH loan performance and managing micro credit from the Cambodia Microfinance Association.
Her responsibilities include reviewing loan applications, preparing loan documentation, maintaining customer relationships, organizing and securing client records, supporting credit operations, managing payment collection, and ensuring accurate data entry.
Through her commitment and professionalism, she continues to contribute to expanding financial access and improving the well-being of students and young entrepreneurs.
Admin & HR Officer
Ms. HY THONA
Ms. HY Thona is the Admin and Human Resource Officer at FHF CAPITAL PLC, where she plays a key role in ensuring smooth internal operations and effective personnel support. She holds a Bachelor’s Degree in Finance and Banking from Vanda University, demonstrating a strong academic foundation in finance. Furthermore, she has strengthened her professional capabilities through multiple industry trainings, including Certification in Responsible Lending from the Institute of Banking & Finance; WASH Loan Selling Techniques Skills from Camma Microfinance & Water.org; and Boosting WASH Loan Sale Performance Through Practical Selling Skills from Cambodia Microfinance Association & Water.org.
In her current role, Ms. HY Thona coordinates administrative and HR activities such as attendance reporting, document preparation, and customer data entry in FinzCore360. She prepares loan agreements, maintains student loan updates for management, and supports staff performance reporting to CMA. Additionally, she assists in organizing workshops, events, and internal meetings, ensuring proper arrangement of materials and venues. She is also responsible for monitoring internship attendance and contributing to effective communication and customer engagement through digital platforms.
With a proactive mindset, strong organizational skills, and dedication to operational efficiency, Ms. Thona is committed to contributing to the growth and success of FHF CAPITAL PLC while upholding a supportive and well-structured working environment.
