Mrs. CHEA SOK IM
Mrs. Chea Sok Im is a senior business leader in Cambodia with over two decades of experience in strategic enterprise planning, business development, and institutional management. She has provided consulting services to national and international companies, NGOs, and SMEs, focusing on strategic planning and effective business management.
She previously served as Deputy Secretary-General of the Cambodia Chamber of Commerce (CCC) and is currently the CEO of GS1 Cambodia (Barcode Cambodia), leading digital innovation and business transformation.
Throughout her career, she has actively participated in ASEAN and national business committees, promoting trade and cooperation.
As a strategic leader at FHF CAPITAL PLC, she plays a key role in advancing the company’s mission to expand financial access for students and entrepreneurs.

Mrs. TONG CHANTHEANG
Mrs. Tong Chantheang is an accomplished expert in socio-economic and agricultural research with over 20 years of experience in rural development and financial inclusion. She has worked extensively with community-based savings groups under various NGOs, promoting financial empowerment and sustainable agricultural practices in rural areas.
Her work focuses on providing strategic guidance in community finance management and locally driven development programs. Currently, she serves as an independent consultant offering policy and development insights to organizations on economic growth and sustainability.
As an Independent Board Member of FHF CAPITAL PLC, she brings deep expertise in microfinance and rural economics, contributing to the institution’s mission of expanding financial access for students, entrepreneurs, and underserved communities.

Mr. KOK THA
Mr. KOK Tha is the Chief Executive Officer and Founder of FHF CAPITAL PLC, a leading financial institution in Cambodia that promotes access to education and entrepreneurship financing. With over 15 years of experience in the financial sector, he has played a key role in advancing financial literacy, youth empowerment, and inclusive finance nationwide.
Under his leadership, FHF CAPITAL has become a pioneer in student loan programs, enabling students and young entrepreneurs to achieve their goals without financial barriers. He also serves as the Secretary of the Rural Credit Institutions (RCIs) Club under the Cambodia Microfinance Association (CMA), supporting the growth of rural financial institutions.
Holding a Master’s Degree in Risk Management in Insurance, Finance, and Banking from Nantes University, France, Mr. KOK Tha is dedicated to fostering sustainable financial solutions that drive Cambodia’s human capital and economic development.

Mr. HEAN PUTTHY
Mr. Hean Putthy is a committed finance professional with extensive experience in financial management, accounting systems, and regulatory compliance within the financial sector. He holds several professional certifications from prestigious institutions such as CamEd Business School, the Institute of Banking & Finance, and the Cambodia Microfinance Association, with strong focuses on microfinance, IFRS standards, corporate governance, responsible lending, and operational risk management.
In his current role as Financial Manager at FHF CAPITAL PLC, he oversees budgeting, financial reporting, risk mitigation, regulatory compliance, financial system enhancement, and supports strategic decision-making. Known for his strong communication, teamwork, and leadership skills, Mr. Putthy continues to contribute to driving financial efficiency and sustainable growth for the organization.

Mr. PHAN CHETSELA
Mr. Phan Chetsela holds a Bachelor’s Degree in Finance and Banking from Vanda Accounting Institution. To further enhance his professional expertise in the financial sector, he has completed a wide range of industry-focused certifications, including Responsible Lending from the Institute of Banking & Finance, along with several advanced training programs from the Cambodia Microfinance Association (CMA) covering Credit Risk Management, Business Strategy Development, Practical Regulatory Compliance & Anti-Money Laundering, Micro Loan Management, Management & Leadership Skills, and Corporate Governance.
Since 2022, Mr. Phan Chetsela has been serving as Credit Manager, where he plays key roles in evaluating loan applications, assessing and managing credit risk, and monitoring repayment performance. He is also responsible for training and staff development, strengthening customer relationship management, developing and implementing credit policies, and resolving loan-related challenges. His dedication and leadership contribute strongly to the institution’s sustainable credit growth and operational efficiency.
